2025 Levy Payer Register Return – Template Changes and Workaround

Overview

From 1 July 2025, the Department of Agriculture, Fisheries and Forestry (DAFF/DPI) introduced changes to the Levy Payer Register Return (LPR) template.
Users attempting to upload exported LEVY reports are receiving errors because the “Statistic” exempt field names no longer match the new DPI requirements.

This KB explains:

  • What changed in the template
  • The old vs new field names
  • How to apply a quick fix (via Notepad) 

What Changed

The following “Total Exempt” statistic rows were renamed or restructured in the new template:

How to update the Levy File

Warning
Editing the file in Excel may alter phone numbers by removing leading zeros or changing formatting. This can cause additional errors when uploading to the DPI portal. For best results, use Notepad or another plain text editor to make these changes.
1. Open the LEVY CSV file exported in Notepad
  • Right-click the file and choose Open with → Notepad - If Notepad is not there, click on "Choose another app"

2. Scroll to the bottom of the file in Notepad

  • You’ll see the rows starting with Statistic.

3. Replace them with these six lines:

Result should look like this:

4. Save and re-upload

  • Save the file, then upload it again to DPI.
